Everything is AVAILABLE at level 55, but the amount of unlock tokens are far less than the total amount of items available. You have 55 unlock tokens throughout a prestige. There are 39 weapons, 6 lethals, 8 tacticals, and 22 scorestreaks. The total unlock tokens needed to unlock everything is 75. Even if you go through and unlock a permanent unlock through 10 prestiges, you would still need 10 more unlock tokens to unlock everything at prestige 10. Once you hit Master Prestige, EVERYTHING is free and does not require an unlock token.
